When you visit a webpage but cannot displayed correctly and giving an error “Internet explorer blocked this website from installing ActiveX control” after you clicked OK button you also see error “Windows has blocked this software because it can’t verify the publisher” no matter what you did always ended with the same error message.
There are 2 steps you must do:
1. Include the website address into trusted website list.
We need to include it first to the trusted sites list because we will change the security setting on the trusted sites zone. If we don’t include it into trusted sites, then we need to change security setting on Internet zone to the less secure setting and this is not good. On Internet Explorer 11 click Tools>Internet Options. Click on Security Tab. Highlight trusted sites and click sites button.
On the Address of website to allow: enter the website address that have the error, click Add button, click close button.
2.Change security setting on trusted sites zone
Back to Internet options still in security tab and highlight Trusted sites, click Customs level… button
Make sure the window title is Security Settings – Trusted Sites Zone. Scroll down the setting area until you find option Download signed ActiveX controls, change it to Enable.
On download unsigned ActiveX controls, change to Prompt
On Initialize and script activex control not marked as safe for scripting change to Prompt, click OK, OK.

Restart Internet explorer and re-visit the webpage, now you should see install button. Click Install button.
Now you should see your webpage.
